There are a number of Veet hair removal products and they have slightly different chemical properties.  Or example the formula for mousse is different than the formula for the cream as the mousse has to spray through a nozzle.  The result is that Veet mousse is not suitable for sensitive skin, but the cream is, according to Veet.

I can tell you that all Veet products have chemicals in them that can cause skin irritation, but you personally may find that some have greater effects than others.  Veet contains urea which is produced by a reaction between carbon dioxide and ammonia.  While you’re not exactly putting ammonia on your skin, you are putting a by product of ammonia on your skin and ammonia on its own can cause severe burns so perhaps urea is causing you minor skin irritation.  Veet also contains calcium hydroxide, which is found in many cleaning products, and as you may have guessed by now, calcium hydroxide can cause skin irritation.

You have to remember that you are tying to kill hair follicles.  You must expect the chemicals in hair removal products to be damaging to your skin since you are buying them for that exact reason, to damage your skin.
