Yes it is true that having sex with an uncircumcised man increase a woman’s chances of getting cervical cancer, but it is a fairly insignificant factor.  There is an STD called human papillomavirus, or HPV.  While there are over a hundred different types of HPV, about one dozen of them can cause cervical cancer, anal cancer, or penile cancer, among others.  You should be as concerned about HPV as you are about any other STD and protect yourself accordingly. 

The simple fact that a man is uncircumcised will not increase the chances of cervical cancer; however, an uncircumcised man has a slightly higher risk of contracting HPV.  It is easy for bacteria to grow in the warm folds of the skin, which don’t really exist in circumcised men.

The statement you heard doesn’t sound as accurate as it could be.  While it is still possible to contract STD’s without actually having sex, it would be less likely.  I would not suggest that you make a boyfriend or husband have a circumcision for fear of contracting cervical cancer.  But as always if you’re unsure consult your doctor.
